Notice of Intent to Sole Source Boise State University field work and logistics support

The U.S. Army Corps of Engineers (USACE) is seeking to procure specialized research and development services from Boise State University to support an Air Force program. The primary objective is to develop a semi-automated seismic refraction interpretation software tool and provide field and technical support. The tool must extract critical geotechnical properties, such as bulk modulus, shear modulus, and Poisson’s Ratio, which are essential for foundation design and site readiness assessments. • The software tool will be used to efficiently process and analyze large seismic data sets collected in support of an Air Force program. • The effort will leverage Boise State University's unique, proprietary, non-commercial codes and the specialized expertise of its geophysics team. • The requirement includes the analysis and validation of the tool using government-provided data, field data acquisition, upscaling of an ERDC-CRREL funded automated source and receiver array, and logistical support for housing government-furnished equipment between deployments.
