Description
The Township of Parsippany‑Troy Hills is seeking qualified attorneys or law firms to provide a broad range of legal services on an as‑needed basis for the remainder of 2026. The solicitation is a Request for Qualifications (RFQ) where firms submit sealed responses that will be evaluated on experience, local knowledge, court familiarity, and recent work samples. Compensation is on an hourly basis at $195 per hour plus reimbursement for out‑of‑pocket expenses; no minimum volume of work is guaranteed.
• Provide legal representation in any of ten categories (Special Counsel, Tax Court, Land Use, Planning & Zoning, Bond Counsel, Cannabis, Labor Law, Municipal Law, Redevelopment, and Other).

• Evaluation uses a 0‑10 scale across four equally‑weighted criteria; the contract runs through Dec 31 2026 with payment based on actual hours and reimbursable costs.
• Mandatory submission items include ownership disclosures, non‑collusion affidavit, EEO/AA certification, NJ Business Registration Certificate, and various compliance statements.
