RFQ Number: 26-01 REQUEST FOR QUALIFICATIONS FOR MECHANICAL ENGINEERING SERVICES

Jackson Redevelopment Authority is seeking qualified mechanical engineering firms to evaluate the existing HVAC system at Union Station, develop repair/replacement options, produce cost estimates, and prepare technical specifications for a forthcoming FTA‑compliant procurement. The effort includes a thorough condition assessment, code‑compliance review, and procurement‑ready documentation that will enable the Authority to issue a competitive contract for the eventual upgrade or replacement of the HVAC plant. • Perform on‑site assessment of the current heating, ventilation and air‑conditioning equipment and controls. • Develop multiple design alternatives (repair, replacement, modernization) that meet Federal Transit Administration and state‑level requirements. • Produce an independent cost estimate and detailed technical specifications to support a future procurement package. • Deliver a final report that includes recommended scope, schedule, and budgetary guidance for the selected contractor. • Ensure compliance with 2 CFR Part 200, 2 CFR Part 1201, the FTA Master Agreement, and any MDOT pass‑through conditions.
