Request for Proposal (RFP) - Pathways Trails Parks Recreation and Open Space Master Plan

The City of Eagle is seeking a consultant to develop a Pathways, Trails, Parks, Recreation, and Open Space Master Plan. The plan will serve as a guiding document for the next 5 years of development, operations, and programming for the City's system of pathways, trails, parks, recreation, and open space. The consultant will be responsible for conducting community engagement, stakeholder coordination, data collection, and analysis to develop a comprehensive plan that meets the needs of the community. The plan should prioritize strategies by their level of impact on health, safety, and quality of life, and provide recommendations for maintenance, repair, and operation of the PTPROS infrastructure. • Conduct community engagement and stakeholder coordination to assess the needs and priorities of the community • Collect and analyze data on the existing parks, pathways, trails, open space, and facilities • Develop an action plan that includes strategies, priorities, and an analysis of budget support and funding mechanisms • Provide recommendations for land acquisition, development of parks, pathways, trails, open space, and recreation facilities • Assess and update the City's PTPROS facility designations and definitions • Develop a clear plan for recreational programming based on demand analysis
