Cecil County Five-Year Economic Competitiveness Strategy

The Cecil County Office of Economic Development is seeking a consultant to develop a comprehensive 2027-2032 Economic Development Strategic Plan. The plan will serve as a roadmap for strengthening the county's economic position, supporting business growth, and enhancing quality of life. The consultant will assess current economic conditions, identify strategies for business attraction and retention, evaluate workforce needs, and develop an economic competitiveness strategy. The plan should be data-driven, action-oriented, and accessible to a wide audience. Key considerations include: • Expanding economic mobility and opportunities for all residents • Creating pathways to upward mobility and improving family stability • Narrowing opportunity gaps and increasing long-term prosperity • Developing a five-year, measurable implementation framework The consultant will work in partnership with the Office of Economic Development, the Cecil County Economic Development Commission, business leaders, and community stakeholders.
