Description

Erie County is seeking a qualified agency to operate an emergency “Code Blue” warming‑center and provide supportive case‑management services for homeless individuals throughout the winter season. The provider will manage a low‑barrier shelter (location supplied by the county), operate 24‑hour overnight staffing, supply cots, bedding, light refreshments, and maintain trauma‑informed, DEI‑focused practices while entering data into the Homeless Management Information System. The contract runs from October 2026 through May 2027, with a total funding ceiling of $585,000 paid on a fee‑for‑service per‑night basis. • Operate a warming‑center with minimum 2 on‑site staff + manager per night, plus security personnel. • Deliver individualized case‑management, HMIS reporting, and weekly performance reports. • Comply with county DEI, ADA, and Equal Pay certifications; provide language‑access and ADA coordinators. • Submit detailed budget, CPA audit, and insurance documentation; invoicing due monthly by the 10th.

Budget estimate

$500,000 – $600,000

The solicitation caps total funding at $585,000 for the Oct 2026‑May 2027 season. Assuming the provider can deliver the full scope, the expected revenue will be close to that ceiling, with a reasonable range of $500,000‑$600,000 after accounting for potential overhead caps (≤15 % administrative) and any in‑kind contributions.
