New York City’s Department of Environmental Protection is seeking a qualified consultant (or consortium) to provide comprehensive design services for water‑ and wastewater‑infrastructure projects located both downstate and upstate. The work is structured as a four‑year Task Order contract (TOC‑DES3 A‑D) with up to four separate on‑call contracts that will issue individual task orders as needs arise. The consultant must deliver full‑service engineering design, permitting support, public outreach, sustainability analysis, construction‑phase design assistance, and close‑out documentation, adhering to BEDC’s Design Quality Management Manual and extensive regulatory standards (OSHA, EPA, SEQRA/CEQR, etc.).
• Scope includes preliminary, detailed, and construction‑phase design (30 %, 60 %, 90 % and 100 % design milestones).
• Required deliverables: management plans, environmental health & safety plans, BIM models, permit tracking, technical reports (geotechnical, traffic, acoustics, hazardous‑materials), value‑engineering workshops, and as‑built drawings.
• Consultant must provide on‑site representation, monthly progress reports, and respond to RFIs within 14 calendar days.
• Contract terms: Cost‑Plus for project‑management tasks (capped at 10 % of task‑order cost) and Cost‑Plus‑Overhead‑Plus‑Fee (10 % profit) for design work; performance period of 1,460 consecutive days per task order.
• Four contracts will be awarded; each may receive multiple task orders on a rotational basis.
