Description
The Municipality of Anchorage’s Anchorage Police Department is seeking a qualified contractor to provide forensic phlebotomy services—including independent and legal blood draws—on a 24 × 7 basis for investigative purposes. The contractor must supply qualified EMT‑II or higher personnel, maintain a 30‑day inventory of APD‑provided draw kits, and meet strict response‑time requirements (30 min normal, 20 min for contractor‑owned facility). Payments are made per draw with monthly invoicing and required patient reports. The contract is for an initial one‑year term with four optional one‑year renewals.
• Perform independent, legal, and series blood draws as specified (≈960 draws annually).
• Provide EMT‑II‑qualified phlebotomists capable of handling potentially combative subjects.
• Maintain inventory, complete chain‑of‑custody paperwork, and submit monthly billing and patient reports.
