The Norfolk Airport Authority is seeking qualified firms to design and construct a ten‑acre general aviation development that will serve as a corporate operational base at Norfolk International Airport. The scope includes site planning, design, permitting, and construction of aviation‑related facilities to support corporate aircraft operations. This effort is part of the FY26 procurement cycle and will be evaluated under professional services criteria. • Design and engineering of a 10‑acre aviation development (master plan, layout, utilities, access roads). • Construction of hangars, aprons, fueling infrastructure, and support buildings. • Coordination with airport authorities, FAA, and local agencies for permits and compliance. • Delivery of a turnkey solution ready for corporate aviation tenants.
