Consulting and Negotiation Services for Airline Use & Lease Agreement, for Juneau International Airport (JNU) of the City & Borough of Juneau

The City & Borough of Juneau (CBJ) is seeking a highly qualified consulting firm to provide professional negotiation and financial‑modeling services for a new Airline Use & Lease Agreement (ULA) at Juneau International Airport (JNU). The consultant will evaluate the existing agreement and financial model, develop a modernized rate‑setting framework, support negotiations with Alaska Airlines, Delta Air Lines and other carriers, and deliver a transparent, maintainable Excel‑based financial model. The contract is initially for 12 months with a budget of $90‑$100 K, with potential extensions up to five years. Key deliverables include: • Review of current ULA, cost‑allocation, and rate structures. • Development of negotiation strategy and business framework. • Full financial‑model redesign (multi‑year forecasting, rate calculations, scenario analysis). • Direct support during airline negotiations and preparation of term sheets, exhibits, and final agreement documents. • Integration of the new ULA into FY28 budget, rates, and capital planning. • Training of JNU staff on model maintenance and documentation hand‑over. • Optional in‑person consulting components and travel cost estimates.
