Description
The Department of Defense’s Homeland Security and Innovation Center (HSIC) is seeking market research feedback from accredited universities to provide resident executive‑education seminars for National Guard senior leaders. The work involves delivering two seminar types—General & Flag Officer Seminar (GFOS) and Leadership in Homeland Security (LHS)—each lasting 4‑6 days for up to 65 participants (≈40 government‑funded plus up to 25 direct‑pay seats). Contractors must supply qualified tenured faculty (Ph.D. level, ≥10 years senior‑executive teaching experience), develop or adapt case‑study curricula (including emerging topics such as AI, cyber, sUAS/cUAS), manage guest‑instructor blocks, provide classroom facilities, meals, and logistics, and comply with IP and reporting requirements. This is a three‑year ordering period with task‑order deliveries; no firm pricing or award dates are set at this stage.
