Description

The Texas Workforce Commission (TWC) seeks qualified individuals to serve as Impartial Hearing Officers (IHOs) for Vocational Rehabilitation (VR) appeals and Business Enterprises of Texas (BET) grievances on a statewide, as‑needed basis. IHOs will preside over formal hearings, mediations, and issue written decisions or recommendations in accordance with Texas Administrative Code, federal regulations, and TWC policies. The contract is a fixed‑fee arrangement with no guaranteed volume; compensation is $125 per hour for hearing work, $50 per hour for travel time beyond 50 mi, and $200 per day for required training. The initial contract term is one year with up to four optional one‑year renewals. IHOs must meet strict qualifications, avoid conflicts of interest, and comply with data‑security and confidentiality requirements. • Perform hearings, mediations, pre‑hearing conferences, and issue written decisions/recommendations. • Submit deliverables (decisions, orders, itemized billings) within statutory timelines (e.g., decisions within 30 days of hearing). • Travel throughout Texas on an as‑needed basis; travel expenses reimbursed per state rates. • Receive $125/hr (hearing work) + $50/hr travel time + $200/day training stipend. • Contract term: 1 year, renewable up to 4 additional years; no minimum volume guarantee. • Must hold appropriate legal/ADR knowledge, avoid conflicts, and complete required TWC training and security forms.

Budget estimate

$5,000 – $30,000

The solicitation sets a fixed hourly rate of $125 for hearing work and $50 for travel time, plus a $200 per day training stipend. Historical annual compensation for IHO contracts has ranged from $700 to $25,000, and the contract does not guarantee a minimum number of assignments. Assuming a modest workload of 20 hearings per year at an average of 4 hours each (80 hours) plus 10 hours of travel time, the base earnings would be about $10,000. Adding occasional training days (e.g., 5 days × $200 = $1,000) brings the estimate to roughly $11,000. To accommodate higher possible volumes, the upper bound could reach $30,000. Thus a reasonable budget range is $5,000–$30,000, reflecting low‑volume to high‑volume scenarios.
