Description
The Mississippi Public Service Commission is seeking an independent forensic auditing firm to conduct a comprehensive audit of Great River Utility Operating Company’s capital improvements and related financial activities. The audit must trace capital expenditures, verify physical asset completion, reconcile balance sheets, and produce detailed reports and expert testimony for Commission hearings.
• Perform financial tracking of ratepayer funds allocated to capital projects (2020‑present) and reconcile CapEx vs. OpEx.
• Conduct physical verification of a statistically‑significant sample of capital projects, identifying “phantom assets” or double‑billing.
• Deliver draft and final forensic audit reports within 120 and 180 days respectively, and provide written and oral expert testimony at evidentiary hearings.
