MPCA Electric Landscaping Equipment Pilot Program

The Minnesota Pollution Control Agency (MPCA) is seeking a contractor to lead the effort to develop and implement a pilot project to provide financial assistance to individuals for electric or battery-powered lawn/snow equipment to reduce pollution. The contractor will be responsible for providing financial assistance to residents in environmental justice areas, managing and facilitating residency verification, and ensuring that financial assistance does not exceed 75% of the purchase price of new or factory-refurbished electric or battery-powered lawn and/or snow removal equipment. The contractor will also be responsible for promoting and driving participation in the program through outreach and education. Some key points to consider: * The MPCA is providing approximately $995,000 in funding for this project. * The project must be completed by May 31, 2027. * The contractor will be required to submit a final report including the number of equipment pieces purchased with financial assistance and estimated emissions reductions. * The contractor will be responsible for coordinating payment schedules, verifying participant eligibility, and submitting a final project summary report to the MPCA upon project completion. * The MPCA reserves the right to withdraw the award offer or refrain from awarding a grant if program funding is made unavailable or if none of the proposed projects meet the requirements of the grant.
