Description

Erie County is seeking a consultant to produce a comprehensive Multi‑Jurisdictional All‑Hazard Mitigation Plan (MJHM) that meets FEMA, NYS DHSES, and federal statutes. The effort covers the entire county and its 44‑45 municipalities, requiring data collection, GIS‑based risk analysis, public‑engagement meetings, and delivery of both narrative reports and GIS deliverables. The consultant must manage the project, coordinate with county and municipal stakeholders, and provide a draft plan by early November with a final, sign‑off‑ready plan by mid‑January. • Develop hazard identification, risk assessment, and mitigation strategy sections that satisfy FEMA 44 CFR §201.6 and NYS standards. • Produce jurisdiction‑specific annexes, color executive‑summary packets, full‑size color maps, and ESRI shapefiles for all deliverables. • Conduct at least two public meetings (post‑5 p.m.) and maintain a monthly steering‑committee cadence, providing meeting minutes and progress reports. • Deliver final products on hard‑copy and on an approved Portable Information Transfer Device (PITD) while ensuring all work complies with environmental, historic preservation, and equal‑pay regulations.
