Operations, Maintenance, and Logistics Support for Government Owned, Contractor-Operated Aircraft

The US Air Force is conducting market research to identify potential sources for operations, maintenance, and logistics support for a fleet of Government-Owned, Contractor-Operated (GOCO) aircraft used for tactical airborne Intelligence, Surveillance, and Reconnaissance (ISR). The contractor will be responsible for providing flight operations, maintenance, and contractor logistics support, including aircraft reconstitution and modernization, training support, mission operations, and sustainment. The support model may include a single main operating location, multiple main operating locations, or a "Hub and Spoke" concept with a main operating hub supporting forward operating locations. Some key requirements include: • Providing qualified and current pilots for CONUS or OCONUS missions • Operating aircraft in accordance with all applicable regulations and government-approved procedures • Performing all scheduled and unscheduled maintenance for the aircraft and their primary mission equipment (PME) • Providing comprehensive logistics, including maintaining a spares inventory, managing Government Furnished Property (GFP), and handling all shipping requirements • Adhering to all U.S. Government security regulations, including managing a secure facility and ensuring aircraft are handled as Tactical Sensitive Compartmented Information Facilities (TSCIF) • Implementing and maintaining cybersecurity standards for all information systems in accordance with Department of Defense (DoD) directives.
