Description

The Defense Logistics Agency – Energy is seeking a qualified contractor to operate, maintain, and provide all fuel‑related services at Naval Air Weapons Station (NAWS) China Lake, CA under a Government‑Owned, Contractor‑Operated (GOCO) model. The contractor will be responsible for staffing, equipment, fuel receipt, storage, dispensing, quality‑control, inventory accountability, safety, environmental compliance, and full maintenance of the fuel facilities for the duration of the contract. The effort is a firm‑fixed‑price award with a 48‑month base period and a single 60‑month option, subject to performance. • Operate and maintain bulk and retail fuel storage facilities, including receipt, off‑loading, dispensing, and inventory management of DLA Energy‑owned petroleum products. • Provide fully qualified personnel, aviation refuel trucks, and all necessary tools, safety equipment, and software (FMD, EPoS, EBS) to meet DLA Energy performance standards. • Deliver comprehensive plans (staffing, training, operations, quality‑control, safety, security, environmental, maintenance, and contingency) and meet strict reporting timelines (daily/ monthly inventory, 2‑hour after‑hours response, spill reporting, CAC management). • Comply with extensive federal, DoD, and Navy regulations (FAR/DFARS, NFPA, UFC, MIL‑STD, EPA, CMMC, etc.) and assume full liability for fuel‑spill cleanup and environmental protection.

Budget estimate

$10,000,000 – $25,000,000

No contract ceiling is disclosed; however, a 48‑month base period for full‑service fuel operations at a major Navy installation typically runs in the low‑ to mid‑tens of millions of dollars. Assuming a monthly rate between $200,000 and $400,000 (covering personnel, equipment, maintenance, and overhead) yields an approximate base‑period value of $9.6 M‑$19.2 M, with the optional 60‑month period potentially adding another $12 M‑$24 M. Therefore a reasonable total contract value range is roughly $10 M to $25 M.
