The State Controller’s Office is seeking consulting and advisory services to integrate virtual currency and other digital financial assets (DFA) into California’s Unclaimed Property Program in compliance with SB 822. The contractor will assess current capabilities, design custody and reporting frameworks, develop policies and procedures, provide technical integration guidance with the Kelmar Abandoned Property System (KAPS), and support the creation of a future DFA custodian solicitation. The effort is expected to be under 1,000 hours, spread over a two‑year contract term, with deliverables such as a project plan, policy manuals, training materials, and a draft DFA custodian solicitation. • Provide needs assessment and custody model analysis for DFA handling. • Draft policies, procedures, and training for compliance with California Unclaimed Property Law. • Advise on technical integration with existing KAPS and support future procurement of a DFA custodian.
