Request for Proposals (RFP) - Animal Shelter Operations

The Lewis County is seeking a contractor to provide animal shelter operations services, including animal sheltering, care, and placement of impounded animals. The contractor will be responsible for the comprehensive management and operation of a full-service animal shelter facility, with a focus on maintaining high welfare standards and facilitating positive outcomes for animals in custody. The scope of work includes animal intake and care, facility operation and maintenance, veterinary and preventive health care, adoption and placement programs, reunification and owner return, volunteer and foster programs, animal traps, reporting and records management, and shelter staffing and training. The contractor must have the resources and capability to provide the materials and services as described, and preference will be given to respondents with experience housing and caring for animals other than as a pet in a home. • The contractor will be required to maintain commercial general liability insurance and umbrella or excess liability insurance. • The contractor will be required to provide monthly and annual operational and statistical reports to the County. • The contractor will be required to comply with applicable records retention schedules and public disclosure laws. • The contractor will be required to operate the facility in accordance with local, state, and federal regulations.
