Description
The City of Pflugerville is soliciting proposals from qualified insurance providers to deliver a fully‑insured benefits package that includes medical, dental, vision, flexible spending accounts (FSA), health reimbursement arrangements (HRA), health savings accounts (HSA) and COBRA administration. The vendor will be responsible for designing plan options, providing enrollment support, managing claims data, delivering annual rate tables, and supplying required certifications and reports. The contract is expected to run on an annual basis with a one‑year initial term and may be renewed.
• Scope: Medical PPO, HDHP, HMO; Dental PPO and DHMO; Vision; ancillary accounts (FSA/HRA/HSA).
• Deliverables: Rate tables for 2024‑2026, plan documents, claims data, top‑provider reports, SPD certificates, and ongoing customer service.
• Compliance: Must certify non‑inducement, non‑debarment, non‑collusion, conflict‑of‑interest, and Texas “Boycott Israel” requirements.
• Submission: Complete all required forms (Excel, certifications, SPD, claims data) and email to the contact by 5:00 PM on 9/22/2026.
• Evaluation: City will consider references from comparable government entities and overall value of the benefits package.
