The County of El Dorado is soliciting Statements of Qualifications (SOQs) from firms capable of delivering three distinct, as‑needed service categories across all County‑owned facilities: Facilities Condition Assessments, Environmental Inspections (including radon remediation), and Project Management. Qualified firms will be placed on a three‑year Qualified List and may be called upon for urgent or immediate work. The solicitation requires professional licenses, certifications, and compliance with California prevailing‑wage, insurance, and labor regulations. No monetary ceiling is disclosed; rates will be negotiated per work order.
• Perform comprehensive building condition assessments (structural, MEP, life‑safety, site, and maintenance forecasting).
• Conduct environmental testing, radon measurement/mitigation, and related compliance documentation using certified labs and qualified professionals.
• Provide full‑service project management, including site investigations, risk management, cost reporting, and preparation of manuals/specifications for County projects.
• All services are “as‑needed, urgent or immediate,” with work orders issued on a case‑by‑case basis; firms must respond within a set number of hours (to be defined in the eventual work order).
• Firms must meet stringent licensing (PE, RA, CSLB classifications), insurance, DIR registration, and conflict‑of‑interest requirements, and will be evaluated on a 70‑point questionnaire, 20‑point licensing score, and 10‑point reference score.
