Description

The Department of Veterans Affairs is seeking a contractor to provide non-emergency wheelchair and hired car transportation services to veterans in the San Diego area. The contractor will be required to provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of these services. The contractor must be able to mobilize at full capacity by January 1, 2026, and provide services 24 hours a day, 7 days a week, including weekends and holidays. The contractor will be required to utilize the VetRide Vendor Portal or VA-Approved Transportation Software to receive and respond to electronic trip requests, submit claims, and provide estimated times of arrival. The contractor must also have a dispatch office capable of receiving calls and arranging services as ordered by the government. Some key points to consider: • The contractor must be able to provide medical companion escort services and remain on the premises during the procedure until the veteran is released. • The contractor must have licenses to operate in the counties of San Diego, Imperial, Riverside, Orange County, and Los Angeles as needed. • The contractor must have a Quality Control Plan that contains a description of the company's organizational structure, methods for identifying and preventing deficiencies, and procedures for corrective action. • The contractor must have a Contingency Plan in case the VetRide Vendor Portal is down.

Budget estimate

$1,000,000 – $5,000,000

The budget for this contract is not explicitly stated, but based on the services required, it is likely to be in the range of $1 million to $5 million per year. This estimate is based on the average monthly trips (1800-2100) and the assumption that each trip will cost between $50 and $100. The actual budget will depend on the contract price and the number of trips actually provided. Factors that may influence the likely payment range include the cost of fuel, labor, and equipment, as well as the level of competition for the contract.
