RFP Citywide Real Property Reassessment

The City of Syracuse is soliciting proposals from qualified firms to conduct a comprehensive real‑property reassessment of approximately 41,360 parcels in preparation for the 2028 Final Roll. The contractor will be responsible for data collection, field verification, mass‑appraisal modeling, ratio studies, and delivery of valuation products that meet New York State Rules and support the city’s equitable assessment goals. The contract is for an initial one‑year term with optional renewals for up to four additional years. Key responsibilities include staffing a project director, data collectors, crew chiefs, and field reviewers; providing GIS and mapping deliverables; integrating with the city’s RPS V4 system; and coordinating closely with municipal staff and the State Office of Real Property Tax Services (ORPTS).
