The NorthWest Senior and Disability Services (NWSDS) is seeking a qualified research partner to conduct a comprehensive evaluation of Adult Protective Services (APS) screening models. The study will assess the impact of local office-based screening versus centralized screening systems on operational effectiveness, consumer outcomes, timeliness, accuracy of screening determinations, and system sustainability. The evaluation will include quantitative and qualitative analysis and provide evidence-based recommendations to inform future policy and structural decisions.
• The research partner should have experience in public sector human services research, familiarity with Adult Protective Services programs, and strong qualitative research methodology expertise.
• The partner should be able to analyze administrative datasets and provide data-driven recommendations for system design.
• The study will include a comparison of screening data pre- and post-centralization, timeliness metrics, substantiation rates, and consumer impact interviews.
• The selected partner will be required to submit an interim findings report, a final comprehensive report, an executive summary, and a policy recommendation brief.
• The project is expected to start within 30 days of the fully executed contract, with an interim report due three months after project start and a final report due six months after project start.
