Mastery Charter Schools is seeking qualified vendors to provide substitute teacher staffing for 18 of its Philadelphia campuses for the 2026‑2027 school year. Vendors must recruit, vet, credential, schedule, and manage payroll for both general‑certified and special‑education certified substitutes, integrate with Mastery’s absence‑management system, meet defined service‑level targets, and submit detailed monthly performance reports. Pricing must be all‑inclusive (rates, taxes, benefits, insurance) with no hidden fees, and invoices are submitted bi‑weekly with Net‑30 payment terms.
