The Mississippi State Department of Health (MSDH) is seeking applicants to support the Overdose Data to Action – In States (OD2A-S) initiative, a cooperative agreement with the Centers for Disease Control and Prevention (CDC). The goal of this initiative is to prevent overdose deaths, improve health outcomes for individuals with substance use disorder, and strengthen statewide public health and cross-sector overdose prevention and response efforts. The selected contractor will provide programmatic support for community-level engagement, establishment and implementation of Public Health and Safety (PHAST) Teams, strategic planning, stigma reduction initiatives, training and technical assistance, multi-sector coordination, and ongoing program monitoring. Key responsibilities include developing and maintaining a tracking system, providing training and technical assistance, conducting strategic assessments, coordinating with law enforcement agencies and community-based organizations, and delivering PHAST Toolkit training.
Some key points to consider:
• The applicant must have at least four years of experience implementing and evaluating Overdose Data to Action (OD2A) activities.
• The applicant must demonstrate the organizational experience, staffing, infrastructure, partnerships, and technical capacity necessary to perform the required activities.
• The applicant must provide a comprehensive work plan outlining objectives, timelines, responsible staff, and evaluation plans.
• The applicant must participate in MSDH and CDC-required training, meetings, and reporting processes.
• The applicant must maintain regular communication with MSDH program staff and submit data via designated reporting systems.
Some of the key activities and performance requirements include:
• Public Health and Public Safety Partnership: Facilitate the establishment, implementation, expansion, and sustainability of PHAST Teams.
• Harm Reduction Expansion: Initiate, expand, or enhance navigator programs to connect individuals to overdose harm reduction services.
• Community-Based Linkage to Care: Use navigators or case managers to monitor individuals post-discharge from acute care and ensure ongoing engagement in recovery services.
• Clinical/Health Systems Engagement: Disseminate information to clinicians and healthcare systems regarding statewide substance use disorder treatment and referral options.
• Promising Practices and Innovative Models: Scale promising practices that have demonstrated measurable impact on overdose and associated risk factors.
The evaluation plan should include:
• Development and maintenance of a performance measure monitoring tool or dashboard.
• Collection, analysis, and reporting of data to demonstrate impact, identify disparities, and guide quality improvement.
• Implementation of evaluation activities in accordance with the MSDH CDC-approved Evaluation and Performance Measurement Plan (EPMP).
The budget should include:
• Personnel: Costs of compensation for officers and employees of the applicant.
• Fringe Benefits: The applicant's share of applicable fringe benefits.
• Travel: Costs for transportation, lodging, and related costs to employees, officers, and volunteers.
• Commodities: Costs of materials and supplies consumed by the applicant for the program.
• Contractual: Costs of services rendered by persons other than employees of the applicant under contractual agreements.
• Equipment: Costs for the purchase of equipment, machinery, furniture, and fixtures.
• Subsidies, Loans, and Grants: Costs associated with direct assistance to clients or participants and/or lower-tier subgrantees.
• Other: Other direct costs that do not fit into the above classifications.
The indirect cost rate must be specified in the budget, and MSDH allows a de minimis, or flat rate, of 15 percent for indirect costs if the subgrantee does not have a federally negotiated indirect cost rate.
