Request for Qualification to Provide Environmental, Workplan/Application Development & Engineering Services FY26 Community Grant Program, US Environmental Protection Agency

The City of Natchez is seeking qualified firms to provide a full suite of environmental and engineering services for its FY26 Community Grant Program, funded by the U.S. EPA’s State Tribal Assistance Grant (STAG) Clean Water SRF. The scope includes completing an Environmental Information Document (EID) for NEPA clearance, developing the application and workplan for EPA approval, preparing design and bid documents, managing the bidding process, performing construction engineering and inspection, and supporting project close‑out. The effort will support drainage improvements, notably on Fine Avenue, and requires integration of environmental compliance, engineering design, and construction oversight. • Complete the Environmental Information Document (EID) to secure EPA NEPA clearance. • Assist the City with application and workplan preparation for EPA review and approval. • Develop detailed engineering plans, contract documents, and bid packages; manage the bidding process and award contracts. • Provide construction engineering and inspection (CE&I) services, including pre‑construction conferences, periodic inspections, payment approvals, and project close‑out. • Deliver all services in accordance with federal, state, and local regulations throughout the project lifecycle.
