Labor Relations Consultant Services

The Ocean County Board of Commissioners is seeking qualified vendors to provide labor relations consulting services for a one‑year term. The consultant will advise on New Jersey public‑sector labor laws, represent the County in negotiations and grievance matters, draft and review collective bargaining agreements, conduct training, and keep the County apprised of legal changes. The solicitation requires electronic submission of a single proposal, includes detailed insurance and certification requirements, and the award will be made within 60 days of receipt. • Provide legal research, advisory opinions, and representation in labor negotiations. • Draft, review, and negotiate collective bargaining agreements and related documents. • Represent the County in union grievance and disciplinary hearings. • Conduct training programs on labor issues for County officials and staff. • Monitor and notify the County of changes in state/federal labor statutes and case law. • Must have ≥2 years experience with NJ public‑sector labor law and the Civil Service Act. • Submission must be electronic, include a completed Vendor Questionnaire, and meet insurance thresholds.
