Description
The California Department of Corrections and Rehabilitation (CDCR) is seeking quotes to renew Microsoft 365 A5 Education licenses and Microsoft Defender Endpoint Server Education subscriptions under the state’s Campus Agreements/Enrollment for Education Solution (EES). The contract will span three years, with separate purchase orders issued annually for each line‑item. Vendors must be U.S.‑based, submit an all‑inclusive price (including freight), and provide numerous mandatory certifications (DVBE, small‑business, post‑consumer recycled‑content, GenAI disclosure, Iran Contracting Act verification, etc.). The award will be made to the lowest responsive and responsible bidder after applying any DVBE incentive.
• Licenses required each year: 1,148 M365 A5 per‑user licenses, 45,920 student‑use benefit licenses, and 25 Defender Endpoint Server Education subscriptions.
• Delivery must be via Campus Agreements/EES; freight is prepaid (FOB destination) and must be baked into unit prices.
• Mandatory attachments include the completed EIS 4004(C) RFQ Form, vendor certifications, and the Statement of Work (Exhibit A).
• Evaluation is price‑only (all‑or‑none) with a 40 % subcontracting ceiling and optional DVBE incentive (1‑5 % reduction).
