On-Call Grounds and Landscape Maintenance Services

The City of Lawrence seeks one or more qualified contractors to provide on‑call grounds and landscape maintenance services for municipal parks, rights‑of‑way, trails, medians, and other public‑use properties. Services are to be performed on an as‑needed, task‑order basis under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contractor must be capable of routine mowing, vegetation control, debris removal, tree care, irrigation management, and 24/7 emergency response. The initial contract term is one year with the option to renew up to four additional one‑year periods. Bidders must demonstrate experience with municipal or large‑scale landscape contracts, possess appropriate equipment and qualified personnel, and comply with safety, insurance, and de‑barment requirements. • Scope includes routine mowing, weed control, litter removal, tree pruning/removal, irrigation inspection/repair, and seasonal clean‑ups. • Emergency services required 24 hours a day, 7 days a week. • Contract awarded on best‑value basis; technical qualifications (50 %) and cost (50 %) are weighted equally. • Submissions via the City’s OpenGov e‑procurement portal; no pre‑bid meeting. • Questions due Sept 14 2026; bid deadline Sept 22 2026, 3:30 PM. • Initial term 1 year, with up to four one‑year renewal options.
