Fiscal Intermediary Services

The County of Orange Health Care Agency is soliciting qualified organizations to serve as a Fiscal Intermediary (Third‑Party Administrator) that will receive, process, and disburse rental subsidy and other housing‑intervention payments on behalf of the County under the Behavioral Health Services Act (BHSA) and CalAIM Transitional Rent programs. The selected vendor will manage all financial workflows, ensure compliance with state and federal guidelines, provide timely payments to approved providers, maintain accurate documentation, and support reporting requirements. The contract will begin approximately January 5 2027 and will remain in effect for the duration of the funding cycle, with a 365‑day validity period for each application submission. • Acts solely as a payment processor – no landlord, case‑management, or fiduciary authority. • Handles multiple funding streams (BHSA, CalAIM) with distinct documentation and audit requirements. • Must maintain secure facilities, reliable IT infrastructure, and a single point of contact. • Required to attend monthly coordination meetings, meet 98 % accuracy and 72‑hour error‑correction targets, and submit monthly/quarterly financial reports. • Must accept a 10 % administrative fee reimbursement model and comply with all insurance, indemnification, and conflict‑of‑interest policies.
