Description

The Iowa Department of Natural Resources (DNR) seeks a qualified contractor to control floating and emergent aquatic vegetation on approximately 480 acres across 20‑21 lakes using herbicide applications. DNR will supply glyphosate and surfactant; the contractor must provide all labor, equipment, and expertise, emphasizing drone‑based application launched from boat platforms, with airboats as a secondary option. The work must begin August 1, 2026 and be completed by September 11, 2026, with required deliverables for planning, execution, and close‑out. • Apply herbicide (glyphosate) to ~480 acres across 20‑21 Iowa lakes, using autonomous aerial drones launched from boats (airboats acceptable). • Deliver a treatment polygon discussion (by July 17 2026) and a final treatment plan & schedule (by July 24 2026). • Complete all applications between August 1 and September 11 2026, then submit invoices and full Records of Application within 30 days. • Contractor must hold all required pesticide, drone, and safety licenses; provide insurance (≥ $1 M per coverage) and comply with federal and state environmental regulations. • No prerequisite documents; submission includes separate Technical and Cost proposals plus an Exceptions Form if needed.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a contract ceiling. Based on typical herbicide‑application projects of this scale (≈ 480 acres) and the need for specialized drone equipment, labor, insurance, and regulatory compliance, a reasonable estimate ranges from $200,000 for a lean operation to $500,000 for a full‑service provider with advanced drone platforms and extensive reporting. Factors influencing the final amount include the contractor’s hourly rates, equipment ownership versus rental, travel costs to the dispersed lake sites, and any premium for rapid project completion within the 42‑day window.
