Description

The Newark Board of Education is seeking licensed clinical providers to deliver a comprehensive, school‑based mental‑health program for K‑12 students. The contract covers individual and group therapy, behavioral modification, crisis assessment and response, substance‑use prevention, and related professional‑development workshops. Providers must staff at least three schools, serve a minimum caseload of ten students per school, run two group cohorts per month, and maintain rigorous data‑collection and reporting requirements. All services are to be delivered by NJ‑licensed master‑level clinicians and priced on an all‑inclusive, fixed‑rate basis for a minimum four‑year term. • Licensed clinicians (LCSW, LPC, LMFT, or LSW under supervision) provide individual, group, and crisis counseling in‑person or via WebEx. • Required service volume: ≥ 3 schools, ≥ 10 students per school (individual), ≥ 2 group cohorts/month (5‑7 students each). • Fixed, all‑inclusive hourly/daily rates; no price increases for up to four years; monthly performance reports due 15th of each month. • Contract length: 2‑year base with optional 2‑year renewal (minimum 4 years), with 5‑day/week, 7‑hour/day availability.

Budget estimate

$3,000,000 – $7,000,000

The solicitation does not disclose a budget, but rates are all‑inclusive and must remain fixed for up to four years. Assuming a modest clinician rate of $150‑$200 per hour, 6.5‑hour days, 5 days/week, and a team of 8‑10 clinicians serving the minimum caseload, annual spend could range from roughly $2.5 million to $4 million. Over a four‑year term, total contract value would likely fall between $3 million and $7 million, depending on exact staffing levels, service volumes, and any additional professional‑development hours.
