Description

The City and Borough of Sitka is seeking a private‑sector partner to lease approximately 10,000 sq ft of Lot 6 within the Gary Paxton Industrial Park and operate a marine‑vessel repair, maintenance, modification, or construction facility. The lessee will be responsible for site development, securing utilities, complying with zoning and environmental regulations, and operating the facility as an owner‑operator. The lease term can be up to 25 years with annual rent set at a minimum of 9 % of the appraised land value and subject to CPI adjustments; re‑appraisal occurs at least every five years. The project requires a comprehensive development plan, financial capacity, and a demonstrated ability to deliver community benefits such as job creation and tax revenue. • Lease of ~10,000 sf within Lot 6 (valued at ~$9.95 / sf) for marine‑vessel services. • Up to 25‑year lease, annual rent ≥ 9 % of appraised value, CPI‑adjusted annually, re‑appraised every 5 years. • Owner‑operator preferred; development must start within 6 months and reach substantial completion within 24 months. • Required submissions include experience, development plan, financial viability, operating plan, and community‑benefit impact.

Budget estimate

$500,000 – $2,000,000

The lease rate is set at a minimum of 9 % of the appraised land value (~$99,500), yielding roughly $9,000 per year, but the lessee will also generate revenue from operating a marine‑vessel service facility. Assuming a modest operational profit margin of 15‑30 % on an estimated annual gross revenue of $5‑15 million (typical for a regional marine repair shop), the net earnings could range from $750,000 to $4,500,000 over the life of the lease. After accounting for operating costs, taxes, and capital improvements, a realistic annual profit estimate falls between $500,000 and $2,000,000.
