V--National Exclusive-Use Helicopter Modernization

The Bureau of Land Management (BLM) is conducting market research for the modernization of its current Type 2 Exclusive-Use (EU) contracted helicopters. The BLM is seeking information on twin-engine helicopters with upgraded technology, safety attributes, increased range, and payload. The helicopters must meet 14 CFR Part 29 standards (or equivalent) and the BLM's operational requirements. The BLM is evaluating 120-, 150-, and 180-day MAPs and a 5-year or 10-year EU contract cycle for helicopter services meeting the modernization criteria. • The helicopters must have a Standard Airworthiness Certificate or a Restricted Airworthiness Certificate. • The helicopters must be capable of supporting a 120- to 180-day MAP with high flight hour utilization, estimated 500+ flight hours. • The BLM is interested in information on fast-rope (FRIES) and hoist insertion/extraction options for future program enhancements. • The helicopters must be maintained in accordance with all applicable 14 CFR requirements, manufacturer mandatory service bulletins, and all applicable FAA Airworthiness Directives. • The BLM is seeking parties with existing aircraft, or willing to obtain aircraft, meeting the requirements specified in the Technical Information requested.
