Lab Sampling Gap Analysis & Certification for MSD REBID

The Metropolitan Sewer District of Greater Cincinnati (MSDGC) is seeking a vendor to conduct a gap analysis of the Mill Creek Laboratory's sampling unit. The goal is to evaluate the current field sampling processes, quality assurance systems, documentation, and staff competency to determine compliance readiness and outline a new Quality Sampling Plan that can be incorporated into the current Laboratory Quality Assurance Plan. This plan should align with Field Sampling and Measurement Organization (FSMO) standards and ISO/IEC 17025 accreditation requirements. The selected vendor will provide technical guidance to help the laboratory meet the minimum requirements for certification. Key tasks include performing an in-depth gap analysis, conducting on-site field visits, identifying gaps and nonconformities, and providing prioritized recommendations for corrective action. The vendor should have experience conducting gap analyses and audits for environmental laboratories or sampling organizations and knowledge of FSMO/TNI and ISO/IEC 17025 implementation or assessment. • The gap analysis must include evaluating current sampling plans, standard operating procedures, and field practices. • The vendor must assess compliance with applicable elements, especially those related to sampling, equipment calibration, technical competence, documentation, and data integrity. • The vendor should review staff qualifications, training records, and competency assessment procedures. • The vendor must examine sample traceability, labeling, chain-of-custody, and data management practices. • The vendor should review quality control measures in place for sampling activities. • The vendor must conduct on-site field visits to observe and assess setup and take-down procedures, evaluate sampling practices and protocols, and identify gaps, risks, and nonconformities.
