Consulting Services for Non-Ad Valorem Special Assessment for Fire Protection and Rescue Services

The City of St. Petersburg is seeking a qualified assessment methodology consulting firm to design, develop, and assist in implementing a Non-Ad Valorem Special Assessment Program to fund fire protection and rescue services. The selected firm will establish a fair, equitable, and proportional rate structure that satisfies Florida case law and statutory guidelines. The scope of work includes baseline analysis, methodology development, financial modeling, statutory implementation, and project management. The firm will provide all necessary labor, materials, tools, equipment, and documentation to perform the services. • The firm must have at least 10 years of experience in providing consulting services regarding non-ad valorem assessments in Florida. • The firm must have the ability to obtain the minimum insurance requirements set forth in the agreement. • The firm must be free from legal and regulatory matters that might prevent it from fulfilling the obligations of the agreement. • The firm must meet performance standards and deliverables described in the scope of work.
