The project involves a comprehensive upgrade of the chlorination system at the Tallman Island Wastewater Resource Recovery Facility (WRRF). The work includes demolition of existing induction mixers and control panels, supply and installation of new high‑capacity induction mixers, chlorine analyzers, electrical circuits, concrete modifications, and a stainless‑steel welded‑pipe guard‑rail system. The scope also covers system start‑up, testing, as‑built documentation, O&M manuals, and training, with all work governed by NYC DEP specifications, prevailing‑wage rules, and a Project Labor Agreement.
• Replace two 5‑HP induction mixers, four chlorine analyzers, and the existing control panel; install six new 10‑HP mixers and four new analyzers.
• Perform demolition, concrete pad modifications, installation of new electrical and plumbing infrastructure, and install a stainless‑steel welded‑pipe guard‑rail per updated structural drawings (Addendum 3).
• Provide full commissioning, start‑up, testing, as‑built drawings, operation & maintenance manuals, and training; maintain a 24/7 call‑in line during construction.
• Comply with NYC DEP’s prevailing‑wage, M/WBE (9 % participation), and 2021 DEP Project Labor Agreement requirements; submit a 100 % payment bond and required certifications.
