Description
The State of Idaho, through Idaho Public Television, is seeking a qualified contractor to provide labeling and bulk‑mailing services for its monthly magazine distribution. The contractor will receive printed magazines each month, apply address labels using secure data files, and deliver the labeled magazines to the USPS Bulk Mail Facility in Boise. The work includes secure handling of subscriber data, CASS/NCOA address verification, and reporting of processed addresses.
• Process approximately 18,000–20,000 magazines per month and return up to 500 leftovers.
• Receive confidential CSV address files two days before magazine receipt and provide a secure SFTP portal for data exchange.
• Perform CASS and NCOA certification, apply ink‑jet labels, and deliver to USPS within two days of receipt; submit monthly CSV reports and invoices within 30 days.
• Retain all records for at least three years and allow audit access.
