The City of Billings is seeking a qualified architectural/engineering firm to design a new municipal swimming facility at South Park. The scope includes site planning, schematic design, construction documents, and construction‑administration services for a pool complex featuring a zero‑depth entry, interactive play elements, waterslides, climbing wall, locker rooms, concessions, and multi‑purpose spaces. The project budget is $10.9 million (subject to additional donated funds) and will be executed in three phases: Phase I – site‑selection and schematic design; Phase II – detailed construction documents; Phase III – construction administration. Proposals must be submitted electronically by 5 PM MST on 18 September 2026, with questions due at least five business days prior to that date. Evaluation will consider technical approach, experience, staff qualifications, asset‑management strategy, quality‑control plan, and cost competitiveness.
