Description

The City of Cambridge’s Police Department is seeking a qualified vendor to provide on‑demand civilian traffic control (flagger) services throughout the city. The contractor must supply certified flaggers, safety equipment, and manage traffic control for construction sites, events, and other details (approximately 10,000 incidents per year). Services are required during normal business hours with the ability to respond 24/7 for after‑hours, weekend, or holiday work. All flaggers must hold ATSSA‑approved certifications and OSHA training, and the vendor must maintain detailed attendance logs, incident reports, and communication protocols. The contract is a one‑year base period (up to $100,000) with two optional one‑year renewals, and the award will be made to the most advantageous proposal based on qualifications, staffing plan, safety record, and price. • Provide certified flaggers and required traffic control equipment (cones, signs, barriers). • Operate 7 am‑5 pm weekdays; on‑call 24/7 for special needs. • Maintain compliance with MUTCD, OSHA, and state flagger regulations. • Submit technical proposal (experience, resumes, certifications, staffing plan) and separate price proposal (hourly rate not to exceed sworn officer rate + 10%). • Contract value capped at $100,000; one‑year term with two one‑year renewal options. • Questions due Oct 1 2026; proposal deadline Oct 15 2026, 11:00 am.

Budget estimate

$50,000 – $100,000

The solicitation caps the total contract value at $100,000 for the base year and indicates that the City expects to fund the selected vendor up to that amount. Given the scope (up to 10,000 traffic‑control incidents annually) and typical hourly rates for certified flaggers, a realistic earnings range for a qualified vendor would be between $50,000 (if only a portion of incidents are assigned) and the maximum $100,000 if the full annual volume is utilized. Factors influencing the final budget include the number of details assigned, overtime or after‑hours work, and any optional renewal years.
