The California Franchise Tax Board (FTB) is seeking a qualified vendor to print and deliver 50 million custom‑printed envelopes (FTB #1703) to its Sacramento warehouse. The work includes producing envelopes to exact specifications, packaging them in boxes and pallets, conducting a 4,000‑envelope test batch on Bell & Howell inserters, and then delivering the remaining envelopes on a monthly schedule through December 2028. The contract is firm‑fixed‑price, with optional small‑business/DVBE incentives, and requires the prime contractor to perform the predominant printing function in‑house, maintain rigorous quality control (≤ 0.5 % defect rate), and meet strict delivery and security requirements.
