BC-21475-B Administration of Out-of-State Employer Services (Professional Employer Organization / Employer of Record) RFP

The University of Maryland, Baltimore County (UMBC) is seeking a Professional Employer Organization (PEO) or Employer of Record (EOR) to administer employment-related services for UMBC staff working outside the state of Maryland. The selected provider will be responsible for consultation, implementation, administration, and compliance services, including state-specific wage and hour requirements, employer tax obligations, workers' compensation, and labor and employment law considerations. The contract will be for a one-year term with four one-year renewal options. The provider must have at least five years of experience in providing PEO/EOR services to public sector or higher education clients and must comply with all applicable University System of Maryland and State of Maryland procurement policies, terms, and conditions. Some key responsibilities of the provider include: • Providing timely consultation to the University regarding out-of-state employment matters • Acting as Employer of Record or co-employer where required • Coordinating payroll functions, including gross-to-net payroll processing and tax withholdings • Providing HR support services, including guidance on employee relations matters and support for employees covered by collective bargaining agreements • Ensuring compliance with all applicable federal, state, and local employment, payroll, and tax laws • Providing secure technology platforms to support service delivery, including secure employer and employee portals, data exchange capabilities, and role-based access controls.
