Description

The National Oceanic and Atmospheric Administration (NOAA) Southeast Fisheries Science Center (SEFSC) seeks a qualified technical diving team to conduct the Deep Coral Reef Monitoring Program (DCRMP) surveys in the U.S. Caribbean. The contractor will perform scientific scuba dives at mesophotic depths (30‑50 m) to collect reef‑fish abundance and habitat metadata, ensure data meet NCRMP standards, and deliver fully QA/QC‑checked datasets to NOAA by February 15 2028. The effort includes safety compliance with AAUS standards, acquisition of necessary research permits, and provision of all equipment, vessels, and qualified personnel. The work is performed at 20 sites in Puerto Rico and 28 sites in St. Thomas/St. John, with a performance window from September 2026 through December 2027 (two seasonal windows).

Budget estimate

$500,000 – $1,200,000

No contract value is disclosed. Based on comparable NOAA scientific diving contracts for multi‑site marine surveys, the effort typically ranges from $500,000 to $1.2 million, depending on vessel charter costs, dive team size, equipment, data‑management, and reporting requirements. The lower end assumes a modest crew and existing vessel access; the higher end reflects premium vessel charter, extensive QA/QC, and additional data‑archiving fees.
