Pension Administration System Modernization (PAS MOD)

The Commonwealth of Pennsylvania’s State Employees’ Retirement System (SERS) seeks a vendor to replace its legacy pension‑administration technologies with a modern, commercial, integrated enterprise pension administration software solution. The solution must support the entire retirement benefit lifecycle—including enrollment, service tracking, benefit calculation, contribution processing, payroll, annuity disbursement, self‑service portals, document management, CRM, general ledger integration, configurable workflows, reporting dashboards, tax reporting, and robust security. The contract will be an established‑price RFP, with a base term of five years and an option for up to five one‑year renewals (potential total of ten years). The solicitation includes Small Diverse Business (14% SDB) and Veteran Business Enterprise (3% VBE) participation goals, and requires a pre‑bid information session. • Provide a commercial, SaaS‑based pension administration platform covering all functional modules listed. • Deliver extensive implementation, integration, training, and support services, plus documentation (technical, security, non‑functional, etc.). • Meet Commonwealth security standards (NIST 800‑53 moderate, data residency in CONUS, SOC 2, etc.) and comply with SDB/VBE participation goals.
