The State of Michigan’s Department of Technology, Management and Budget is seeking a commercial‑off‑the‑shelf (COTS) or SaaS solution to serve as a Transportation Data Management System (TDMS) for its federally mandated traffic monitoring program. The system must ingest, validate, store, and analyze traffic count data from a 120,000‑mile road network, integrate with existing Esri Roads & Highways GIS layers, generate required FHWA reports, and provide robust user‑friendly dashboards and map‑based access. The solicitation calls for full technical specifications, data security, disaster‑recovery, transition, and service‑level agreements, with a proposal deadline of October 30, 2026.
