07121P0125-Safe Havens Open-Ended RFP

The New York City Department of Homeless Services (DHS) is seeking proposals to develop and operate new Safe Havens for street homeless single adults and/or adult couples without minor children. The goal of the Safe Havens program is to provide a low-threshold, more private site with fewer rules and regulations, where clients can receive supportive services and housing placement assistance. Proposers must have a 501(c)(3) IRS Determination letter to be eligible. The contract term is anticipated to be five years with a four-year option to renew. • The target population for Safe Havens is street homeless adults and adult families with no minor children. • Proposers must have experience working directly with the target population. • The contractor will be responsible for providing supportive services, housing placement services, and security. • The contractor will be paid for actual expenses incurred within the limits of a negotiated budget. • The proposed budget represents the annual cost to provide services for the proposed program.
