Description

This solicitation seeks a single‑award, firm‑fixed‑price IDIQ contract to provide transitional housing services for up to 30 homeless male veterans in the VA Greater Los Angeles Healthcare System’s Low‑Demand Safe Haven (LDSH) – Service Planning Area 5. The contractor must own or lease a facility, staff it 24/7, and deliver an all‑inclusive per‑veteran‑per‑day rate covering rent, utilities, meals, security, transportation, and all supportive services. Performance will be measured against veteran‑involvement, technical capability, and price factors, with strict occupancy, case‑management, and reporting requirements. The contract runs for five years (Feb 1 2027 – Jan 31 2032) with annual ordering periods and a required operational start within 30–90 days of award. • Provide 30 private or semi‑private beds, same‑day admissions, and full‑service support (case management, group activities, housing search, financial/ employment counseling). • Maintain all‑inclusive daily rates, daily census reporting, monthly billing, and compliance with VA QASP metrics (occupancy ≥ 85 %, veteran exit goals, etc.). • Meet staffing levels (program manager, clinical supervisor, case managers, monitors, security, housekeeping) and ensure facility inspection readiness within the initial 30‑90‑day window.

Budget estimate

$5,000,000 – $11,000,000

The solicitation caps the total contract value at $11 million over five years, implying an average annual spend of up to $2.2 million. Assuming a per‑veteran‑per‑day rate between $100 and $150, annual bed‑day costs (10,950 bed‑days) would range from roughly $1.1 million to $1.6 million, leaving room for additional service fees and overhead. Accordingly, the award could realistically fall between $5 million (minimum viable funding) and the $11 million ceiling.
