The City of Springfield is seeking a comprehensive, cloud‑based case management system with integrated electronic filing for the Clark County Municipal Court. The solution must replace the existing paper‑based workflow, support full e‑filing of court documents, provide public access portals, handle financial transactions, and integrate with Ohio Supreme Court reporting standards. The vendor must also manage data migration, training, and multi‑year support, and comply with numerous Ohio statutory and security requirements.
• Fully integrated case management and e‑filing capabilities, including electronic signatures, public portal access, and secure data storage (GovCloud).
• Mandatory data migration from the existing system, on‑site/remote implementation, and training for court staff and administrators.
• Required compliance with Ohio Revised Code, non‑collusion and tax affidavits, insurance, bond, and performance guarantees; proposal evaluation weighted on functionality (30 %), cost (25 %), qualifications (20 %), references (15 %), and proposal quality (10 %).
