The East Bay Municipal Utility District (EBMUD) seeks up to five qualified contractors to provide on‑call emergency restoration, mitigation, and remediation services for water‑intrusion, wastewater releases, and other unplanned property‑damage events. The contract is an on‑call, multi‑year arrangement (initial term three years with two optional 24‑month extensions) that requires 24‑hour availability, rapid mobilization (acknowledge within 15 minutes, on‑site within 1.5 hours, mitigation start within 4 hours), and comprehensive documentation from initial assessment through final project file. Proposers must meet stringent technical, safety, insurance, and EEO/Contract Equity requirements, use Xactimate pricing (or approved alternatives), and may be required to retain a third‑party Industrial Hygienist for certain assignments.
• Scope includes water/wastewater extraction, cleaning, disinfecting, drying, contents handling, deodorization, antimicrobial treatment, and limited material removal; structural rebuilding is excluded.
• Contractors must maintain extensive insurance coverage (Workers’ Comp, CGL, Business Auto, Pollution, etc.) and provide background‑checked personnel with appropriate certifications.
• Evaluation will consider functional capability, emergency‑response capacity, documentation quality, cost transparency, relevant experience, and compliance with SBE/DVBE preferences.
